The McDowell County Board of Commissioners appoint the County Manager to serve as the County’s chief administrator, as defined in the North Carolina General Statutes section 153A-81. The County Manager is responsible for the daily operations of the County Administration. As such, the County Manager supervises each department and coordinates with department heads to provide public services.
In addition and in coordination with the Finance Officer, the County Manager serves as the Budget Officer, who develops and presents the County’s operating budget, including revenues and expenditures, each fiscal year to the Board of Commissioners for their consideration and adoption.
Also, the County Manager is responsible for implementing the ordinances and policies adopted by the Board of Commissioners. In essence, the County Manager’s role is to ensure that the County Administration operates properly at the direction of the Board of Commissioners.
