Position Objectives

Performs professional and administrative work directing, planning, and administering a comprehensive human resources management program and services, coordinating activities with County Manager and other departments, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work involves setting policies and goals under the direction of the County Manager.

Comprehensive knowledge of the principles and practices of public personnel administration such as the accepted methods and practices of classification and pay, and selection; thorough knowledge of governmental organization and administration; ability to communicate and present ideas effectively both orally and in written form; ability to conduct evaluations and studies and to prepare related reports and recommendations; ability to plan, supervise and review the work of subordinates; ability to establish and maintain effective working relationships with officials, supervisors, employees and the general public. Ability to administer and monitor compliance with such policies or legal requirements as Fair Labor Standards, Americans with Disabilities Act, Equal Employment Opportunity Commission guidelines, Family and Medical Leave Act, and Affordable Care Act,

 

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data,; work occasionally requires exposure to outdoor weather conditions 

 

Minimum Requirements

Bachelor's degree with coursework in human resources management, public administration, or related field and extensive experience in human resources administration including experience in recruitment, compensation, benefits, training and development, employee relations, or equivalent combination of education and experience.

 

 SUPPLEMENTAL INFORMATION:

Possession of Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) preferred.

Completion of North Carolina Institute of Government Public Employment Law course - may be taken after hire.  
 

 

Valid driver's license.
